## What is the purpose of the change
This pr improves the log when checkpoints are aborted due to tasks are
finishing.
## Brief change log
- 56d6e1ca4607d829725d200595e05fd044ba34d7 added the log in the JM side and
change the exception description for `CHECKPOINT_DECLINED_TASK_CLOSING`
