Sorry for the back and forth. I've just started working on https://issues.apache.org/jira/browse/FLINK-24280 where we want to allow manual checkpoints triggering. It would mean checkpoints can be triggered even if the periodic triggering is disabled. It would clearly not work with the changes in this PR. What do you think about initializing the base paths lazily within the `initializeLocationForCheckpoint`? I know the idea in FLINK-11696 was to not introduce the laziness, but with the current requirements I think it's worth revisiting.
