## What is the purpose of the change
In the period converting sqlNode to relNode and the period optimizing the
relNode, Flink respectively uses Flink own executor 'ExpressionReducer' and
calcite's executor 'RexUtil.EXECUTOR'. And it causes the different results
although the cast expression is same. This change aims to unite the executor
and all periods use the same executor "ExpressionReducer".
## Brief change log
- add an arg in FlinkRexUtil to pass the executor(in the planner) to the
RexSimplify.
- change related rules where the function 'FlinkRexUtil.simplify' is used.
- add some test cases to verify this change.
