It would be nice if a job can be submitted with a given ID. It would be helpful
to control the Flink job programically more easily in shell. Currently, you can
control Flink job by parsing the ID printed out after submitting the job, but
it is difficult to control stably when controlling remotely. It is possible via
REST API "/jars/:jarid/run", but it lacks many features supported in CLI.
