Is it feasible to add limitation to these windows according to the following

Tumbling Windows: Math.abs(offset) < size
Sliding Windows: Math.abs(offset) < slide
Cumulative Windows: Math.abs(offset) < maxSize
We need to add them to the table API and streaming API, including
SliceAssigners、TumblingWindowAssigner、SlidingWindowAssigner、CumulativeWindowAssigner
and so on
