~~It is easier at the moment to expose it via the documentation compared to serving it at runtime because of the dependency graph.~~ ~~I don't think there's any issue with having it in the docs in any case, as I intend it to eventually be a replacement for the current documentation, and having to spin up a Flink cluster to get access to the REST API docs sounds terrible.~~ Well now I understood what we're talking about. I think having Swagger itself in the Flink documentation would be unnecessary overhead on our side.
