## What is the purpose of the change
This pull request exposes `UserCodeClassLoader` in operator coordinator
context, uses `UserCodeClassLoader` when closing coordinator, and register hook
in ClassLoader to prevent releasing before coordinator close.

- Use UserCodeClassLoader when closing coordinator and register hook in
ClassLoader to prevent releasing before coordinator close
## Verifying this change
This change added tests and can be verified as follows:
- Added unit tests for validating that `UserCodeClassLoader` won't be
released until OperatorCoordinator finishes async close.
