Yes, you are right the problem is with those which are descriptions and not in
a code block.
If there is a code block with quotes inside - there is no such issue, e.g.
description for
{noformat}
IS JSON [ { VALUE | SCALAR | ARRAY | OBJECT } ]{noformat}
