## What is the purpose of the change
This pull request add log's **last modified time** in taskmanager log list
view and jobmanager log list view, it will help us to choose correct log file
and analyse problem exactly and quickly.
## Brief change log
- add `mtime` field in class `LogInfo` and put log file's last modified
time into rest api's response
- show `Last Modified Time` in TaskManager's log list view and
JobManager's log list view (support sort)
## Verifying this change
This change is already covered by existing tests:

I filled mtime's value and pass these testcase.
