## What is the purpose of the change
* The Docker test git clones the Flink Docker repo. To harden the test, we
should retry if git clone fails, as we have seen with other tests. With #17881
a retry function was introduced. This PR refactors the Docker test to use this
retry function.
## Brief change log
* Refactored Docker Bash e2e test to use retry function
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
