Thanks [~trohrmann] for sharing the information about FLIP-194. I have
carefully gone through the design doc and agree that it is the right direction
to support multiple jobs in the same application. So I also lean to defer this
ticket and not introduce such a special case.
Actually, we never guarantee that the job id(even the random id) is unique
across different Flink clusters.
