## What is the purpose of the change
This PR enables the final checkpoint by default.
## Brief change log
- 5b593fe7fe22a0dce1f5cefe847b9dead2c840f0 set the default value to true,
removed the unnecessary configuration in the tests and filled the tests.
## Verifying this change
This change is covered by the existing tests. We would ensures the current
tests stable before merging.
