## What is the purpose of the change
Move the wrapping of ProducerFailedException from to PartitionRequestQueue
to PipelinedSubpartitionView. As described in FLINK-25441, the
ProducerFailedException will cause batch jobs to hang. So we should only do the
ProducerFailedException wrapping for
PipelinedSubpartition/PipelinedSubpartitionView
## Brief change log
79980aac09b1eabe9a2d78ecfb0eb68b1d04b26c Wrap failure cuase with
ProducerFailedException only for PipelinedSubpartitionView.
