## What is the purpose of the change
This updates ReplicateRows to the new type system. This is in particular
important to not have non-serializable anonymous functions in the default plan.
## Brief change log
- Define `ReplicateRows` as built-in function
- Use internal data structures during runtime.

This change is already covered by existing tests, such as
`SetOperatorsITCase`.
