Are you sure that this is really a problem @zentol? I think the `PhysicalSlotProviderImpl` (user of the `DeclarativeSlotPoolBridge`) is written so that it first tries to allocate from the set of available slots before it requests a new slot. This will make sure that free slots that can fulfill the requests are actually used.
