In my latest Flink project we went for wrapping the Java API directly so that 
we can use whichever version of Scala we want when 1.15 gets released. 
[Flink4s|https://github.com/ariskk/flink4s] is the open source version of it. I 
could not possibly imagine how a project involving Scala 2.12 would be enticing 
in 2022. 

I think it would make more sense if Flink's Scala users were maintaining a 
Scala API independent of the core project. That way the burden of keeping it up 
to date would lie with us and hopefully we won't be consistently 1-2 major 
Scala versions behind.
