## What is the purpose of the change
```
Private state of non-changelog checkpoints is not registered
with the SharedStateRegistry on recovery.
Therefore, after recovering in CLAIM mode it will be discarded
as soon as the initial checkpoint is subsumed.
This change disallows recovery by checking handle types during
Changelog backend creation.
```
## Verifying this change
Added `ChangelogCompatibilityITCase`.
This change is a trivial rework without any test coverage.
