## What is the purpose of the change
This PR serves as a collection of minor changes that didn't make it in other
PRs (due to being forgotten or for the purpose of not spoiling the diff of
these PRs too much)
## Brief change log
* FLINK-25973: Renaming of the
`ArchivedExecutionGraph.createFromInitializingJob` since its purpose changed.
It's now reflecting what it does not where it is used.
* FLINK-25978: Removal of obsolete tests in `DispatcherTest`. Check the
commit message to see what tests are there to cover this corresponding code
paths.
* FLINK-26017: Adding a log message for marking a job as dirty.

No tests were added or updated to cover these changes since there are basic
refactorings, removals, or only-log-message-related.
