In order to clear the previous inProgressFileRecoverable when the checkpoint is
successful, inProgressFileRecoverable will be added to
inProgressFileRecoverablesPerCheckpoint when the checkpoint is started, but
when the bucket is recovered from bucketState,
inProgressFileRecoverablesPerCheckpoint does not record
inProgressFileRecoverable, resulting in inProgressFileRecoverable not be clean
up.
