## What is the purpose of the change
Sink V1's GlobalCommitter did only call filterRecoveredCommittable during
the state
initialization. In Sink V2 the GlobalCommitter is treated as a Committer
with parallelism of 1 therefore it is not directly possible to access
the initializate state method. To mitigate that problem one can safely
filter the committables on every commit call. In general the commit has
to be idempotent so the filterRecoveredCommittable method was not fully
necessary.
## Brief change log
- f9a3babf59d7f28297463f9e1e954ecf0c3b6414 enabled the GlobalCommitter IT
cases unfortunately we missed to enable them after FLINK-25726 was merged
- 8ab3d80bdc0c5f6bde8867a865d1c0ff32407b44 call filterRecoveredCommittables
on every commit
