??Based on the ASF definition that "Releases are, by definition, anything that
is published beyond the group that owns it??
The ASF only releases sources via {{dist.apache.org}}.

??All releases are in the form of the source materials needed to make changes
to the software being released.??
Everything else is just a convenience to users, but is not officially a release
from the ASF.
This means that we only _have_ to vote on the source releases, not binaries. We
nevertheless vote on both the source and binary because _we_ have decided to do
that.
