Improve logic after checkpoint trigger fails
## Brief change log
1. show root cause if trigger checkpoint fails before creating
PendingCheckpoint
2. Increase numberOfFailedCheckpoints if trigger checkpoint fails before
creating PendingCheckpoint
3. initializeCheckpointLocation after create PendingCheckpoint
## Verifying this change
This change added tests and can be verified as follows:
- *Add IOExceptionCheckpointIDCounter to check if the
numberOfFailedCheckpoints can be increased when getCheckpointId throw
IOException*
- *Check if create PendingCheckpoint when initializeCheckpointLocation
throw IOException*
- *Check incrementFailedCheckpointsWithoutInProgress in
CheckpointStatsCountsTest and CheckpointStatsTrackerTest*
