## What is the purpose of the change
This change brings consistency to the FLIP-190 APIs and aligns them with the
rest of the APIs.
Also pushed down `TableEnvironment#executePlan` and
`TableEnvironment#explainPlan` from the upper interface to hide it to the user,
as now everything is available in `CompiledPlan`.
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
