Improve logic after checkpoint trigger fails
## Brief change log
1. initialize CheckpointLocation after create PendingCheckpoint(refactor
commit)
2. Moving checkpoint failure log and report failed checkpoint to
CheckpointFailureManager(refactor commit)
3. Adding CheckpointStatsTracker logic without pending checkpoint(bug fix
commit)
## Verifying this change
This change added tests and can be verified as follows:
- *Add IOExceptionCheckpointIDCounter to check if the
numberOfFailedCheckpoints can be increased when getCheckpointId throw
IOException*
- *Check if create PendingCheckpoint when initializeCheckpointLocation
throw IOException*
- *Check incrementFailedCheckpointsWithoutInProgress in
CheckpointStatsCountsTest and CheckpointStatsTrackerTest*
