Switching the issue back to priority {{Major}} since it seems to not happen on
the FlinkCI mirror runs but only in personal AzureCI Flink forks. [~chesnay]
can you think of differences between the Flink mirror and fork runs that
explain this? [~fpaul] mentioned something about Maven repository mirrors that
are not used in the latter case?
