Fix Version/s: 1.15.0
Release Note:
Schema-based implementation is not enough, as we need BulkFormat and
EncodingFormat for the file-source- based implementations.
However, it got renamed to CsvFileFormatFactory in
https://github.com/apache/flink/pull/17598
Resolution: Won't Fix
