Flink Pulsar Connector version 1.14.3 when we subscribed to partitioned topics
it is listening to all the partitions instead of specified partitions.
Used the following options:
Exclusive subscription, 16 partitions, tried to consume from 4 partitions and
it is consuming from all partitions
