## What is the purpose of the change
This updates the Scala implicit `TableFunction`s of the Table API to the new
type inference. Similar efforts have been done for `ScalarFunction`s in the
last release.
The change revealed some shortcomings in the current code base due to the
Calcite upgrade to 1.26.
## Brief change log
- Rewrite `FlinkRelBuilder` to Java
- Let `BridgingSqlFunction` implement `SqlTableFunction`
- Properly support the new type inference for Table API (seems to have been
broken before)

This change is already covered by existing tests, such as `CorrelateITCase`.
