Having a "snapshot" docker artifact on ghcr.io will greatly help the users to
try with flink-kubernetes-operator project. I am just not sure whether this is
consistent with Apache's policy.
+1 for the name "apache/flink-kubernetes-operator". Maybe the helm chart name
should also be same.
