[FLINK-4451] [rpc] Throw RpcConnectionException when rpc endpoint is not
reachable
This PR introduces a RpcConnectionException which is thrown if the rpc
endpoint
is not reachable when calling RpcService.connect.
You can merge this pull request into a Git repository by running:
