As part of FLIP-3, we need to add documentation about our Failure & Recovery
model. The current page is what we used to have as the streaming fault
tolerance page.
This should be split up to multiple pages covering all fault tolerance and
recovery related information, including checkpointing, HA, API-level
configuration.
