## What is the purpose of the change
This pull request fixes a bug that `KafkaSource` would throw exception and
fail if `SourceReader` is assigned with empty splits.
## Brief change log
- Catch IllegalStateException in KafkaPartitionSplitReader.fetch() to handle
no valid partition case
- Add case to test consuming empty partitions
