Hi Anton, I was primarily experiencing it (confirmed) when using State
Processor API on my Windows Dev machine with LocalFilesystem. However I
strongly suspect this to be true for other FilesSystems like HDFS and Linux
environments. There is a quite long time to load savepoints in Yarn/Linux from
HDFS in our PROD environments. The proposed read-buffer is quite easily
introduced to any FileSystem, pending a convenient config mechanism to opt-in.
With LocalFilesystem on Windows we improved loading speed by factor 30.
