## What is the purpose of the change
Bump the Pulsar to 2.10.0 release which fixes a lot of issues on Pulsar
transaction, especially the long waiting in Unit tests.
## Brief change log
- Bump pulsar dependencies to 2.10.0
- Fix the Pulsar mock instance which drops the zookeeper.
## Verifying this change
This change is already covered by existing tests, such as All the Pulsar
connector's unit tests.
