Have you built Flink yourself?

How are you running Flink on Windows? Via Cygwin/WSL/something else? (I would 
recommend WSL and use it myself)

Either Flink wasn't built correctly (resulting in classes outright missing; 
maybe check lib/flink-dist.jar), or there's some weird path issue going on that 
prevents the classpath from being assembled correctly.
