## What is the purpose of the change
This PR fix a bug that output records from on_timer function are behind the
triggering watermark, which is caused by asynchronous data processing in
PyFlink that processing watermark only put triggered timer data into Beam
buffer and emit watermark to downstream.
## Brief change log
- add `getEventTimeTimerCountBeforeTimestamp` in `InternalTimerService`
- repeatedly advance watermark - flush data to python - check if new event
timers are registered
## Verifying this change
This change is a trivial rework / code cleanup without any test coverage.
