Description: ResourceManager need a heartbeat manager to monitor the
connections with all registered TaskExecutor. (was: ResourceManager need two
HeartbeatManagers. One for monitor the connections with all registered
JobMaster, the other one for monitor the connections with all registered
TaskExecutor.)
