Review Comment:
   I think for this case, we can follow customer requirement, since this 
coupling is with the CongestionControlStrategy rather than the generic 
RateLimitingStrategy. At the moment, this CongestionControl strategy is modeled 
after TCP CongestionControl, which should work really well with AIMD.
