Fix For: 1.16.0
{{jobmanager.sh}} throws away all arguments after the host/webui-port settings,
in contrast to other scripts like {{taskmanager.sh}},{{ historyserver.sh}} or
{{standalone-job.sh}}.
This prevents users from using dynamic properties.
