In [FLINK-28588][https://issues.apache.org/jira/browse/FLINK-28588],
MetricStore supports multiple attempts of a subtask. However,
`SubtaskMetricStore` doesn't have a clean mechanism. In failover scenario,
`attempts` pile up and cause OOM.
