## What is the purpose of the change
*These two tests will cause the CI to get stuck. The specific reason needs
to be further investigated. In order not to block flink code merge pipeline,
temporarily disable them. We will reactivate these two tests when we find the
reason.*

- *Disable testHybridFullExchanges and testHybridFullExchangesRestart in
HybridShuffleITCase*
