## What is the purpose of the change
Simplify the ChannelStateWriteRequestDispatcherImpl due to not supported
concurrent unaligned checkpoint
## Brief change log
The `Map<Long, ChannelStateCheckpointWriter> writers;` can be simplified to
`long ongoingCheckpointId` and `ChannelStateCheckpointWriter writer`.

This change added tests and can be verified as follows:
