I see. But I want to clarify that the {{pulsar-broker}} is only used for
providing a runtime instance of Pulsar for test. And we will soon remove them
because Pulsar will be compile in JDK 17 in 2.11.0 while we need to run the
test in JDK 8. All the tests will run with the Pulsar in docker which works
well in Github Action. So I prefer to remove them in the mean time.
