I see. But I want to clarify that the {{pulsar-broker}} is only used for
providing a runtime instance of Pulsar for test. And we will soon remove them
because Pulsar will be compiled with JDK 17 in 2.11.0 release while we need to
run the test in JDK 8.
All the tests will be executed with the Pulsar in Docker which works well on
Github Action. So I prefer to remove them in the mean time.
