Description: The FLINK 1.16 has introduced new mechanism to allow passing a
ClassLoader to
EnvironmentSettings[FLINK-15635|https://issues.apache.org/jira/browse/FLINK-15635],
and the Flink SQL client will pass a `ClientWrapperClassLoader`, making that
table store CatalogFactory can't be found if it is added by 'ADD JAR' statement
through SQL Client.
