## What is the purpose of the change
Increasing the usability of Flink with JDK 17: `sun.net.util.IPAddressUtil`
is not exported by the JDK, i.e. `--add-opens` configuration is needed for
making use of it.
## Brief change log
I've replaced the problematic usage in the class `NetUtils` via the library
_com.github.seancfoley:ipaddress:5.4.0_ (Apache License v2).

This change is already covered by existing tests, see `NetUtilsTest`.
