## What is the purpose of the change
Some people would like to use dynamically-generated topics from messages and
use the key hash range policy. This is not supported by the Pulsar sink
currently. We would change the behavior of `TopicRouter` for supporting this.
## Brief change log
- Change the internal design of `ProducerRegister`.
- Expose topic metadata query in `PulsarSinkContext`.
- Change the internal metadata cache in `MetadataListener`.
## Verifying this change
This change added tests and can be verified as follows:
1. `PulsarWriterTest.writeMessagesToPulsarWithTopicAutoCreation()`
