Kryo serializer is typically inefficient and we expect all Flink ML algorithms
to work without using the Kryo serializer. It will be useful to validate this
by disabling Kryo fallback in all Flink ML tests.
This can be done by configuring StreamExecutionEnvironment using
env.getConfig().disableGenericTypes().
