For some classes in pyflink-ml, its module is inconsistent with the package of
the corresponding class in Flink ML Java library.
For example, the Stage class in pyflink-ml is currently under the module
pyflink.ml.core.api, whereas the Stage class in Flink ML Java library is under
the package org.apache.flink.ml.api.
It would be useful to make their package consistent, e.g. moving the Stage
class in pyflink-ml to be under the module pyflink.ml.core.api, so that the
experience of using pyflink-ml and Flink ML Java library can be as similar as
possible.
