## What is the purpose of the change
Add public APIs of GBTClassifier.
## Brief change log
- Adds GBTClassifier and GBTClassifierModel, and their parameters.
- Adds GBTModelData to complete `fit` and `transform`. Note that actual
`fit` and `transform` computations are not implemented in this PR.
- Adds basic unit tests about parameters and inputs/outputs.
